Look out - two-fisted Jocelyn is on the warpath again!

The Commander's wife wants to increase her family, and she's found a very odd way of going about it

Of all the colourful characters in the mixed bag of villains, bullies and charlatans who constitute the ruling class of our beleaguered country, my favourite is Jocelyn Chiwenga (right), the noisy and occasionally violent wife of the Zimbabwe National Army C.O., Constantine Chiwenga. You remember Jocelyn - she's the bruiser who challenged MDC leader Morgan Tsvangirai to a fist fight.

I'm pleased to tell you that once again Jocelyn is living up to her image. Although this time, rather worryingly, at the centre of her knockabout shenanigans is the diminutive figure of a four-year-old orphan boy, called Tanaka Jones.  Jocelyn is attempting to adopt Tanaka - and for a very specific and intriguing reason.

Little Tanaka was picked up soon after birth in Central Harare, and taken into the Harare Children's Home. That's where, four years later, Jocelyn spotted him. And grabbed him. Because Tanaka belongs to the racial grouping we know as "coloured" - that is, of mixed white and black parentage.

Jocelyn already has two children, both from her previous marriage to a white Danish national, and both with a noticeably lighter skin tone. By adopting Tanaka, she will have a third. She'll have a matching set.

If you think this is a pretty  crazy way to put together a family, then you're not alone. Nonetheless, to be brought up in a privileged household such as the Chiwenga's is perhaps not a bad option for young Tanaka, as long as he learns to duck when his adoptive mum throws a wobbly.

But it's not as simple as that. With Jocelyn it never is. Predictably, she is setting about "project adoption" with her usual alarming lack of finesse.

First, as a senior official at the Department of Social Welfare told me, she carried off the boy without first getting clearance from the police, as required by Zimbabwean law on adoption. Apparently she told officials that, due to her husband's lofty position, the only person who could clear them was Robert Mugabe.

Second, two social workers from the Highfield social welfare district office have apparently made repeated attempts to gain access to the Chiwenga home and check on Tanaka's welfare. They've never got past the door, and at their last attempt they were chased away by armed soldiers.

Third, Jocelyn recently turned up at the Highfield office, loudly demanding the little boy's birth certificate, because she needed a passport for him.

She didn't get it. She failed to intimidate the officials. Indeed, the social welfare people seem to be behaving with admirable firmness and determination over the whole difficult matter. Which, in our crumbling society, is something to cherish.
